The Restricted Access Changed, Emergency service is blocked are some of the notification messages which commonly appear on the smartphones like Moto X, Moto G, and Nexus. The alert message will have appeared constantly in the notification slider and then it will disappear automatically. Don’t be think this is an Android bug or hardware error, its a simple message of the emergency call feature present on your smartphone. While this is a totally harmless message, it does get annoying and frustrating when the “Restricted access changed” data service is blocked or voice service is blocked the message always appears on the notification.
is there a fix for this notification message? No. It is just a built-in message so you no need to worry unless you are unable to send SMS or receive calls. If it occurs continuously, then you just simply reboot your smartphone might fix the SMS and call issues. These type of error messages may have occurred when your Sim Card is in the problem or you can swap the different sim cards for multiple times a day. The message is always pop up when you change the network on your phone i.e. from 2g to 3g or 3g to 4g. It mainly appears when you are using mobile data and will be disappeared when it is connected to the Wi-Fi networks. It may fix the problem while you are turning off or switching from 3G to 2G network but that really isn’t a fix if you’re trying to use the fast mobile data connection.
